India faces many natural hazards, including floods, cyclones, drought etc. But every hazard need not turn into a disaster. By careful planning, capacity building, early warning, community participation, procurement and pre-positioning of necessary equipment and resources, participation of civil society, assigning clear role to the private sector, involving panchayati raj institutions and urban local bodies, rigorous enforcement of techno-legal regime on land use and building regulations etc., significant reductions of losses can be brought about in such events. We have a national policy on disaster management, at http://ndmindia.nic.in/NPDM-101209.pdf

We have created a number of institutions by way of the Disaster Management Act, 2005, which may be seen at http://ndmindia.nic.in/acts-rules/DisasterManagementAct2005.pdf

What more can be done to enhance our preparedness to handle natural disasters?

I am a passionate amateur weather forecaster , predicting weather with an accuracy rate of around 87% but since I do not have a degree in this meteorological field, I have not been accepted by the WB Disaster Management Ministry, even after been called by them twice. I compile all my forecasting in my facebook page 4Seasons-Kolkata, where even the recent Nepal avalanches and the Sri Lanka floods were predicted at good time ahead. Hence, the most important need of this hour is SKILL DEVELOPMENT.

I have written to Our Hon'ble Home Minister for preparedness on chemical/gas leaks or dirty bombs.
our populace can become sitting ducks should another Bhopal tragedy strikes
I recently visited Two Prominent Police stations and had a talk with policemen. They were totally clueless on this. there are no protective gears, masks, kits, equipments available with forces,no training ever given to them in such scenario.when they are not protected then who will protect masses or reach fr relief. We hv2act

I also strongly advocate use/awareness of latitude/longitude location among populace Or dividing city on grids for the purpose of identification, reach & response.Names of mohallas, places, road names etc can lead to utter confusion.Pin codes for places are not aligned.

recently in Delhi context i came across media report saying overlapping boundaries of multiple agencies is causing conflicts for Disaster response.Constituency boundary differs from that of Police district boundary, which again conflicts with MCD boundary & cause overlaps, confusions in reaching the place.Clear areas of operations are to be drawn between various civic,Law & order, health, fire, disaster management agencies AND accordingly, the resources are to be divided/shared.

I think India needs a AMBULANCE BYPASS TRAFFIC SYSTEM, where the route in which an ambulance is going is never stopped (No Red traffic signals for Ambulance). In a Major City like Bangalore where Traffic is a Regular problem, It requires a lot of time for an ambulance to reach the nearest hospital. If we have such system where in an ambulance driver will be in regular contact with the Traffic control room and the vehicle is not stopped at any signal throughout its journey to the hospital.

I think if we develop disaster Management as a subject for class 8 to class 12 student then they can also be become a good man force during the disaster situation. This course may include basic knowledge of disaster and how to react with it.

Generally Govt. Departments and Real Estate Developers are not interested in Third Party Inspection by the accredited Inspection Bodies. National Accreditation Board for Certification Bodies is an internationally recognized body for accreditation of Inspection Bodies as per ISO: 17020. It is desired in the public interest that Third Party Inspection should be made mandatory for all construction works in the country in the Construction Sector. Refer www.qcin.org/nabcb for list of IB's in India.
