The Finance Minister in his budget speech for the Union Budget 2015-16 made the following announcement: ...
Some of my suggestions are given in the attachment.
My views in the file enclosed
The only way to curb black money is to track each and every rupee spent. This is made possible by technology through electronic mode transactions. We should promote and help people to spend their money through POS machines which allow us to do statistics and come out with whatever reports we want, which in turn helps us to identify where money is getting spent more. I really appreciate the move, we need to help people to transact even a single rupee in POS machine.
it requires wholistic approach. Only retail payments will not help. Need to first address G2B,B2B and then B2C txns to make cashless economy.
Doctors Consultancy fee today is very high which is almost Rs.500/- and more for specialist doctors in the Metro Cities. This should also be made Cashless thru the Electronic transaction mode.
Or the System should be made so the Patient should not suffer at the time of emergency.
Similarly, all the transaction in the big restaurants, Bar etc should be compulsorily done thru the Electronic Transactions.
E-payment should be mandated for post/revenue/transport/medical/education/utility services.
POS can be permitted to dispense nominal amount of cash to card holders. This practice is followed in USA.
ATM transaction charges to be eliminated for initial years.
After a basic threshold, mandatory e-payment for all professional services to be considered.
There has to be a mechanism to report malpractices by merchant firms, who discourage e-payment for some transactions and apply extra charge.
4. Similarly we must have list of services and products which will not be disputed at all. e.g. Restaurant transactions settled across the counter where services are already delivered. This list can also include transactions below certain value i.e. say below Indian Rupees 250/-.
3. Similarly we must have list of services and products which will not be disputed at all. e.g. Restaurant transactions settled across the counter where services are already delivered. This list can also include transactions below certain value i.e. say below Indian Rupees 250/-.
2. We therefore must form the customer protection laws and ensure the customer redresal mechanism out of the purview of cards payment. This is required more for quality of products or services.
1. Success of any payment mechanism depends on the ease of transaction even after completing the same. If a buyer has any doubt about the seller or service provider or his goods or services then he prefers the card payment mode as the transaction can be charged back or disputed as per the provision of the law.
