Indian National Defence University Bill, 2015 proposes to establish a world class fully autonomous institution of National Importance under Ministry of Defence. University will develop and propagate higher education (PhD, M Phil, M Tech and M Sc) in National Security Studies, Defence Management and Defence Technology and promote policy oriented research on all aspects relating to national security, both internal and external. It would also encourage awareness of national security issues by reaching out to scholars and an audience beyond the official machinery. It will also serve as a think tank contributing to policy formulation and debates on security and strategy. INDU will inculcate and promote coordination and interaction not just between the three Armed Services but also between other agencies of the Government, the Civil Bureaucracy, Para Military Forces, Central Armed Police Forces, Intelligence Services, Diplomats, Academicians, Strategic Planners, University Students and officers from Friendly Foreign Countries. It would create synergy between the academic community and Govt functionaries. It would make available opportunities for higher studies through distance learning to interested military personnel.

Initially, four new colleges / institutions, namely School of National Security Studies, School of Defence Technology, School of Defence Management and Centre for Distance and Open Learning are proposed to be set up at main campus at Binola, Gurgaon. The four existing Defence Institutions namely National Defence College (NDC), New Delhi, College of Defence Management (CDM), Secunderabad, Defence Services Staff College (DSSC), Wellington and National Defence Academy (NDA), Khadakwasla, Pune are proposed to be brought under the ambit of INDU without diluting their powers or autonomy for award of degrees and diplomas.

The last date for sharing inputs on Draft Indian National Defense University Bill, 2015 is 21st August, 2016.

it must not have reservation.every student must be taken as equally capable to get admissioned in this university.it must not bound students in specific field.if student want they can research in other fields.it must fund and promote its students new and innovative ideas.

the bill recommends university which has power to design and run defence syllabus in all universities.It should pramote small scale defence firms and gives training to such firms and also shear technology with private firms or collaborate with them for producing and improving standerds of defence capabilities..

ALL the existing institutions of defence should be affiliated to this university.it should publish a research journal on quarterly basis. In service courses and refresher courses should be conducted by this university. International seminars and workshops should be organise on regular basis.

The university should offer special courses and degrees and research facilities to the problems of our defence systems.it should have the courses like graduation and post-graduation in defence studies, MA PUBLIC Administration,MBA, DEGREES AND diplomas in engineering,POST GRADUATION IN ENGG,MBBS,BDS,POST GRADUATION IN MEDICINE.LAW STUDIES.

Staff should be a mix of civilians and armed forces personnel. Group D STAFF SHOULD BE CIVILIAN and group c and b from services. Group A SHOULD BE A MIX of civilian and defence personnel. Teaching faculty AND research scholars’ qualification should be at par with other universities i.e. PhD DEGREE OR NET CLEARED CANDIDATE ,LET IT BE FROM ANY CATEGORY. It should be a central university and the vice chancellor should be from defence senior officers.

SUGGESTIONS TO SET UP INDIAN DEFENCE UNIVERSITY
First we should be very clear about the role and objectives of the INDIAN DEFENCE UNIVERSITY. According to that we should design the organisation structure of the university and the courses to offer to study. The university campus and buildings should be design meticulously. How it is to be staffed needs deliberation

Dear Sir,

I am also agree with the opinion of different persons that it is necessary in current scenario to mandate military training for all Indian citizens. We can utilize NCC training for this point. Govt. can push to each educational institution(Public/Private) College/School to mandate the NCC/Military training.

In addition to above point also expecting module like Cyber Security, Forensics in syllabus of defense colleges.

i think the time has came in india to make all people to do minimum one or two months of military work compulsory so that each of us know the value of freedom,,
