Proper and motivated counselling would be better for the teachers who do not teach. If after counselling the teacher fails to teach properly and effectively, the teacher should be removed with prior notice. For better governance, Govt should approve department wise funding in the universities.

The teachers should be counseled transferred if they do not teach.
The university act should not be changed.
VC’s appointment should be based on search and selection committee.
Faculty appointment committee should have third party presence as appraiser with powers.
Fees should be proportionately enhanced with waiver for needy students.
Governing body should be empowered to take decisions with regard to expenditure on the fee collected.
Colleges should be autonomous

Ensuring multistakeholder governing bodies and greater accountability through transparency will create better governance structure in state universities
Changes in the composition of governing bodies such as having representation from industry, alumni and civil society etc. will create better governance structure in centrally funded institutions.

There is a need of reform in the Civil Service Examination pattern which selects the bureaucrats.Recently EXPERT COMMITTEE has been formed under Mr B.S.BASWAN. I want to convey few issues related to civil service examination without taking much of the time. Hope I can give you a clear picture in short. Please consider my recommendation to bring change in it if it’s viable according to the expert panel members. It is related to under performance of officers, underdevelopment and unemployment.
