India has an estimated 20.9 lakh people living with HIV. However, nearly 30 -35 percent of these do not know there HIV status. After a person gets infected with HIV, there is a long asymptomatic period of 5-8 years when infected person may not have any symptoms till his immunity goes down significantly and he start getting different opportunistic infection like TB, diarrhoea, fungal infection etc. Hence most of the HIV infected persons present to health system in late stage when immunity is very low and their response to treatment may not be optimal. Also during this long asymptomatic period of 5-8 years, though they are infected but may not be aware of HIV status and are capable of spreading the infection their spouse or others if they continue to indulge unprotected sex.

Early detection of PLHIV is beneficial for patient himself as he can receive timely appropriate treatment including ART as well as for the community to stop further transmission of HIV.

We invite suggestion from community/ NGO/ CBO/ Civil society and public at large their views/ ideas on How to facilitate early detection of People Living with HIV (PLHIV) and put them on ART as soon as possible.

As per the Rio Declaration on Environment and Development,“human beings are at the center of concerns for sustainable development,and that they are entitled to a healthy and productive life.”The goals of sustainable transformation can only be achieved in the absence of a high prevalence of debilitating diseases.Accordingly,there is an urgent need to address the causes of ill health,including environmental causes,with more emphasis
on women and children,as well as vulnerable groups of society.

Health Ministry must study various Effective Drugless Therapies which are being used in India & Abroad like Acupressure, Urine, Magnet, Meditation , Swar, Navel, Color etc. from any Independent Unbiased Authority. The matter can be Discussed with Experienced Specialist of Various systems of Health Care & Review the total Health Policy to include all such Effective Therapies for Treatment. Important cause of mortality in HIV is TB and there is an urgent need to strengthen the bidirectional screening of patients. Southern states have implemented some good programs and we need to focus on northern states. Providing ART in TB centers will also help improve coordination.

Dear Sir
Screening for HIV at the PHC level and even at community level in hard to reach areas will help identify HIV. Early detection and linking them to treatment will help improve quality of life. Decentralizing ART services up to community health centre level will save lot of time and money. Now there is a need to do viral load testing at every district for all new cases so that treatment can be planned better.

1.To ensure each and every medical center like doctor clinic,Pathological lab,Medical center , Hospital either govt. either private in a chain.
2.Give govt.fund to all center either private or govt. for HIV testing with test kit supply(because some low quality test kit also available In market)
3.All over India no charger for HIV testing
4.Each and every center bind to send HIV Patient to near ART center with responsibility.
5.To create more ART center in PPP MODE.

1. Pay individuals a small amount (20-25/-) to get tested. Everyone in the the age group of 15-45 years (variable, depending of high risk age group) should be able to avail this.
2. All people who get admitted to hospitals or mothers coming for antenatal checkups should mandatorily be screened, irrespective of age.
3. Dots testing for Tb should be mandatorily coupled with HIV testing.
4. Try the saliva-based HIV test for confidential self-screening at home and make them widely available.

Why government not thinking about free education and health policy? These two things are basic building block of Nation. Gov. already invest too much money in these two areas. I think there gov. must thing bout to appoint employees on the merit basis on a 1/2 years plan. If they perform better then continue otherwise dismiss them. (Give them punished because they spoil time and money both.)
