The Department of Empowerment of Persons with Disabilities (DEPwD) acts as a Nodal Department for matters pertaining to activities aimed at welfare and empowerment of the Persons with Disabilities including effecting closer coordination among different stakeholders, related Central Ministries, State/UT Governments, NGOs etc. in matters pertaining to disability.

DEPwD has decided to launch the “Accessible India Campaign (Sugamya Bharat Abhiyan)” as a nation-wide flagship campaign for achieving universal accessibility that will enable persons with disabilities to gain access for equal opportunity and live independently and participate fully in all aspects of life in an inclusive society. The campaign targets at enhancing the accessibility of built environment, transport system and Information & communication eco-System.

Through MyGov platform, we seek active participation of people to identify at least 50 public (government) buildings in Varanasi frequently used by persons with disabilities to be converted into fully accessible buildings, which will make the greatest impact on achieving a barrier-free environment that allows free and safe movement, function and access for all, without obstacles, with dignity and with as much independence as possible.

Users are requested to use "#" tag with the name of buildings.

Mandate all the buildings to have basic facilities for the differently-abled (such as ramps, water drinking points, toilets etc.)
Building clearance and occupancy certificate (NOC) should be issued ONLY when a building has such facilities created in its structure.

The guidelines regarding the provision of spaces for "Physically challenged" are well defined in our National Building Codes. Now, the issue is the implementation of the same in all public buildings. Local agencies responsible for plan approval of these buildings should be given the task of checking the sufficiency as per NBC norms. This polls can be done as a detailed survey through some colleges and based on the survey results, facilities required may be prioritized. Not to forgot, these are mandatory requirement of all public utilities and hence to checked strictly.
