Lack of basis infrastructure facility is the basic cause of poor quality in state colleges. Full time permanent faculty must be appointed for quality education.

The state universities can be strengthened by allowing greater autonomy.
There has to be a strict mechanism to check plagiarism and duplication. Only genuine research should be encouraged by incentives.
Only number of affiliated colleges can not be a criterion to decide on university.
Administrative and financial autonomy should be given to colleges with a greater say to the governing body.
