How can we maximize health returns through increasing financial resources for Health?

Public expenditure on health at the end of the 11th Plan period was at 1.04% of GDP. Additionally, 70% of total expenditure on health is out of pocket. Studies show that out of pocket expenditure on health in India may be contributing to increase in poverty by approximately 3.6% for rural areas and 2.9% for urban areas. Public health spending in India remains among the lowest among comparable countries. It is clear that there is a need to raise more resources for health. Since spending on health need not only be through central government allocations, novel methods for raising additional funds must also be explored. If proper Priorities are given while making the Health Policy, No extra Financial Resources is necessary,Even at with much lower Financial Resources.

Everyone has the same human body, and needs the same healthcare. Insurance could be used as a tool to get good care in need. The present inequality needs to be corrected. Employers using multiple insurance brokers to get the richest scheme for their employees at the least possible cost - use such schemes as perks to attract employees. These need to be turned into "Real-cost" schemes. On the other hand hospitals need to be prevented from exploiting a patient - direct or through insurance.

Sir,
Sources of money for is not a big issue. But, the main problem is corruption. The money you send from PMO is enough but the money is consumed by corrupt doctors and the in between agents. There is enough medicine in Civil Hospitals but it is hidden and often used by doctors in private clinics. For this Cross check department should be made more powerful to find if the medicine cost that much what is written in papers.
