There should be institutions built for cross border higher education. Foreign education providers should be encouraged to build and run institutes of HE.
Providing infrastructural facilities on university campuses can help attract more foreign students.
Students from general education and rural areas should be encouraged and involved in faculty exchange programmes.
Outstanding institutions should be encouraged to open colleges abroad.
State universities

[Continue from below post] I have a solution of finding equally able and high education oriented students. We can adopt the approach of foreign universitys in filling seats for MTech and PHD. We must ask the students to summit their projects from BTech. Or any research idea and there efforts that the have made in it. Including any working model. And based on there reason for joining higher education selection may be done. This will eventually increase the level of education both in BTch and Mtec

Sir, I want to focus on the condition of MTech in IITs. As we know that intake is through GATE. And I do respect the exam and its approach. But as the problem we r facing is the students enrolled are not that serious about higher education part and extending it to research. They either take it as a post employment alternative or take it as a funded 2 year time for there preparation for government exam. Most of the top rank students leave IITs after joining them and go join PSUs.

Are we bancrupt to find faculty members in established areas like Biology/Physics/Engineering/ Maths/ Chemistry/ arts ? or is it a ploy to continue with some superannuated professors selectively. I think the HRD ministry/UGC has to inquire to see wherever reappointments are done on the pretext that suitable faculty are not found. How well the teaching posts are accounted by the Universities are not clear as one finds overlapping faculty established but not in emerging areas of teaching-Ramaiah
