They should make plan to short out problem. Begins from small work, like cleaning street, remove garbage etc. It will develop problem solving quality and this quality is one of the great quality of leader.
If there would good politician in the country then they will think and do betterment of the nation. If there would not be talented leader in the country, then how does he/she will use human resources or skilled person in right field.

Students should give training of making parts of electronic and other devices from school level so that they develop world class skill at college level.

Teach them to do best whatever they do.
In art field, there is also lots of scope. For example. Teach political science student to solve real problem of society. They should advice to visit different locality in their city or village and enquire about local problem.

To make India skill hub of the world, there is need of high quality talent in every filed whether it is science, commerce, art or any other fields. We know that everybody is excellent in one field therefore, there is need of talent haunting program and technique to recognize individual, in which field, he/she is best.

My suggestion is,
Please automate the process of identifying & flagging the service & maintenance problems & issues related to corporations works of a city.
For example, If a road is in bad condition or has a pot-hole, it can be scanned by the cctv cameras and automatically a ticket can be raised with the related authority's support & maintenance, with a time period of 7 days, Failing which it will be escalated to higher authorities. This can be done, instead of some public, voluntarily doing it
