The General Aids to Marine Navigation along the Indian Coast is administrated by Directorate General of Lighthouses and Lightships (DGLL) as per Lighthouse Act, 1927. Over the period of time maritime sector has undergone massive change. There have been enormous technological developments in the field of Aids to Marine Navigation. To incorporate the global best practices, technological developments and India's International obligations in the field of Aids to Marine Navigation, the Draft Aids to Navigation Bill 2020 is prepared to replace existing Lighthouse Act 1927.

The Draft Aids to Navigation Bill (to replace Lighthouse Act 1927) is hereby circulated for comments of all concerned.

No actual work can be assigned to staff of lighthouses as the equipment are functioning with automation and Annual Maintenance Contract AMC with supplier company So 5 to 6 staffs posted in each lighthouses are not having any work and also directorate offices If this department is privatized then only lighthouse tourism with private beach resorts in the land of lighthouse is possible.
Very big production companies are functioning with very few staff with automation in production chain.

Payment of cess by incoming and outgoing vessels shall not be taken that they have the liberty to do whatever they wish in Indian waters. They are not supposed to damage coastal environment and get indulged in illegal activities. They shall also see that they do not harm the interests of local fishermen.

To achieve the purpose of this Navigation bill 2020 by amendment of Lighthouse Act 1927, we need to analyze what is really going on in lighthouses. Please see the attachment file. The functioning of navigation aids as revolving light or lens with light beam, Radio transponders signals, Differential GPS NAVTEX and AIS these all systems are functioning with remote monitoring and automation.
No human help is necessary.Only 1 staff can see all these things please see the attachment

The new nevigation bill should emphasize on cost effective technology which strengthen the internal and external tread and transportation.

Considering the public transparency and accountability , the Bill needs some modifications :-
1. The Bill should confirm that which part of the bill would be under RTI Act.
2. It should be decided that the authority and the officials must come under RTI Act.
3. There should be complain and feedback internal authority which should be directly come under The Ministry of Shipping where anyone can complain and give feedback.

Most of the aids to navigation along the Indian coast needs modernization. Atleast the important ones could be fitted with AIS facility to be easily identifiable by ship borne equipments and at the same time the sea going vessel be identifiable by the coastal aids also, thereby assisting in tracking the ship in case of any incidents. Accordingly some cess can be levied on vessels using the services, payable online.

shipping ministry issues navigation Bill2020 for public consultation.the draft is proposed to replace almost 9decades old lighthouse act 1927.its the part of proactive approach adopted by ministry of shipping.it will b repealing archaic colonial laws n replacing it with modern n contemporary needs of maritime industry.its important in Marine navigation for the ship's officer to know the vessel position while in open sea n also in congested harbours n waterways.

Namaskaram, Bill requires New Economic corridors and upgraded existing corridor to boost trade and economy. Mediterranean Routes should be established.
