A Decade of Digital India
Namaskar to everyone, it is a good effort to seek suggestions from the general public, as well as researchers and policymakers. NEP 2020 has laid special emphasis on skill development. The U.P. government has adopted the One District One Product (ODOP) policy to select one local product from each district and make efforts for their preservation and promotion. It is a very good scheme to preserve the locality and specificity of each district. From Prayagraj, Moonj handicraft has been selected under this scheme. Mainly, women artisans are involved in making various handicraft products from moonj grass. These products are biodegradable as well as sustainable, but lag in terms of market avenues, packaging and price in comparison to plastic and other products. Hence, I want to suggest that UGC must start local skill-based courses under the purview of NEP 2020 and make them available to institutions at each level to spread awareness as well as skills among the students.
My contribution to the Draft National Skill Development and Entrepreneurship Policy 2025 – focused on women’s inclusion, targeted outreach, and emotional engagement.
India requires a new generation of blue-collared workmen who will be the best in the world. Here, only the ITI level training in the automobile sector is considered. The trainees will directly start with automobiles manufactured from the year 2000 onwards. Specializations may be offered in bodybuilding, Paint Shop, Engine (petrol, diesel, CNG and electricity) Transmission and Fuel as relevant for Heavy vehicles, Tracked Vehicles and Passenger Cars. Manufacture and repair will be separately dealt with emphasis on testing and diagnostics of malfunction. Practical computer-aided training will be predominant. Vehicles and tools provided for disassembling and reassembling must be those in current use. Guest faculties including award-winning workmen from renowned manufacturers/sub-contractors will also instruct. Focused visits to their factories will be arranged. At least nine months of on-the-job exposure will be provided with stipends paid by the institution.
Skill development in Tier – II and III cities is necessary since most of the Indian young personnel in these areas. Centres for guiding and counselling to me managed by preferably Industry experienced personnel so that based on the talent and capacity of personnel such counsellor may suggest and guide young persons for skill requirement and same will be in future accepted by industries. During high school college, a 3-6 month industry other business project may be included in each syllabus so that (associated with local industries and organisations). Post education a person can judge better which way to go and according he/she will proceed for such skill with similar organisation. Understanding job functional requirement is very important. Person who can do a job of better quality will be considered of better skill. Hence all industries/ other organisations need a directive from govt to decentralise their functions , as much as possible in small cities skill development initiative.

Our Nation has to first consolidate her niche markets one of which is weaving of fabrics. Jute is a sunrise raw material for fabrics. It is eco-friendly and strong, but It has to be more pleasant to the skin. This can be achieved by chemical treatment or mixing with cotton and silk threads during weaving. The CSIR and big Indian fabric makers have to carry out intense research to acquire the skill to produce a jute-based super fabric for the world.
in pdf I was writing my invitation on this topic 🫶
It is time to introduce the concept of “Skilling Offsets”—a policy innovation where every large infrastructure or industrial project allocates a small portion of its cost toward training and certifying local work force.
Much like environmental clearances or defence offsets, Skilling Offsets align growth with employability—ensuring we build people alongside roads, metros, airports, solar parks, and digital networks.
Skilling Offsets can be applied across all sectors, be it roads, highways, Metros, Ports, Airports, Smart Cities, Digital projects like BharatNet, Data Centres, Smart City IoT, Renewable Energy parks, Manufacturing and Industrial Corridors, Healthcare, Tourism and Hospitality, Logistic parks / hubs and others.
The direct benefits of “Skilling Offsets” will be (a) creates local employment (b) enhances productivity, improve cost efficiency in training, enhances training quality leading to higher employability and creation of long term “Skill Corridors”.
