This may/may-not be related to Higher Education.
Languages/Dialects spoken & Writing scripts in our Country to be divided into minimum number of categories based on the extent of Similarities, and Students & other Citizens also be encouraged to study or have basic knowledge of atleast 1 Language & 1 Script respectively from each of the categories. Like, if Tamil, Telugu, etc have similarities, then atleast any 1 of them; if Bangla, Assamese, etc have similarities then atleast any 1, and so on. Similarly, this can be applied for Scripts. Endangered & Extinct Languages/Dialects & Scripts can also be included. If any Language is intermediate/equally-near/nearest in similarity to all/most of our Languages, then it also be encouraged.

This may have many advantages like strengthening the Unity, decrease Convesational-problem/Language-barrier among Citizens, etc
