First there is a need to upgrade the nptel courses from the IITs both in content and digital quality
The courses need to be interactive.
The first MOOC by IITBombay on Edx can be taken as a model for emulation.
the course was on Thermodynamics(ME209x)

I have written a document
"ORGANIZATIONAL STRUCTURE FOR AN MOOC-BASED EDUCATIONAL SYSTEM"
which is attached as a PDF file to this post, and also available online at http://tinyurl.com/MOOC-org-structure
The document is about 2 pages long, and I hope you will access and read it. Thank you.
Special website for online free courses specially designed by our top universities. Video lectures, weekly task, discussion, exams must be there. Coursera.org is perfect example of that type of website.
I acquired Diploma in Mechanical Engineering certificate in Distance Mode from IGNOU but my certificate not accepted for promotion purpose in Indian Railway. So I request stop this type "THAGI BY GOVERNMENT INSTITUTION, I spend our time, labor and money more than 50000 but very surprise to know that my certificate is not accepted by Railway board.this is the position of government institution then think about private institution. So I request to Mr. Prime Minister please stop this type of that I
All lectures of the best professors and teachers in the country must be recorded and then rated by expert panel. these should be uploaded on a central site (toll free site) open for everyone in India to open & learn download content free of cost.
Students must register through on-line adhar authentication. and ask queries through online response centre.
one day exam to be conducted every quarter in a process similar to UPSC exam or administered online test similar to CAT exam.
Though NPTEL has started some certified online courses, with very few colleges it is still in nascent stage and such steps must be encouraged. More institutes specially Institutes of National Importance must participate.Higher education in our country is not highly diversified. These courses help in inter-disciplinary learning. Coursera and edX are examples of such initiatives.
most of the open institutes and universities are just the centres to purchase any degree in some amount of money. You just need to enrol yourself and the rest they will manage, even exams. Even most students use this mode to achieve an extra degree without any knowledge. This should be stop. For this Government do not need to close these centres but it should bar these institutes to conduct exams and awarding degrees and should empower only IGNOU or ..........continue
continue.............empower only IGNOU or some other 1-2 university to conduct exam and award degree. it will automatically lead these mushrooming open centers to raise their standards and only those students who seriously want to gain some knowledge will take admissions in such centers.
