      The Ministry of Panchayati Raj, Government of India, in collaboration with MyGov, invites citizens, local communities, Panchayati Raj Institutions, experts, practitioners, and stakeholders across India to participate in a public consultation on the proposed Intra-Village Road Coding and Grading System.

      The Government of India is taking a pioneering step towards transforming the lives of millions of citizens in rural areas through Grameen Bharat. For the first time, the country will have a standardised digital system to code and grade every internal road within villages. This initiative has been conceptualised and spearheaded by the Ministry of Panchayati Raj and will be implemented through a whole-of-government approach involving multiple Ministries, Departments, and agencies working together.

      A public consultation document on the proposed Intra-Village Road Coding and Grading System has been prepared, and the Ministry invites suggestions and feedback from citizens, local communities, and stakeholders before the system is finalised.

      The Problem Being Addressed:
      India has an extensive rural road network developed under various government schemes. However, internal roads within villages have never been systematically documented or mapped, leading to several challenges:
      • Ambulances responding to medical emergencies often face difficulty locating the correct lane or pathway.
      • Postal workers and courier services are unable to navigate accurately to specific village addresses.
      • Government officials lack a reliable database for planning road maintenance and infrastructure development.
      • Emergency services such as fire and police vehicles lose valuable time locating destinations.
      • Digital maps and navigation applications are unable to provide accurate last-mile connectivity within villages.
      • Schemes such as MGNREGA, PMGSY, and PMGY cannot be efficiently monitored or implemented without proper road identification.

      Different agencies currently use different naming conventions, local landmarks are used informally, the same road may appear under multiple names in different records, and there is limited integration with modern geospatial technologies. This often results in confusion, duplication of effort, and inefficient utilisation of public resources.

      Vision and Objective:
      The vision of this initiative is that every road inside every village in India should have a unique, recognisable name and code, visible through signage, traceable on digital maps, and linked to a national database.

      The objective is to improve ease of living in rural areas by ensuring that medical, postal, administrative, commercial, and emergency services can reach any address within a village quickly, accurately, and without confusion.

      Key Areas for Public Feedback:
      The Ministry seeks public inputs on the proposed road coding system, DIGIPIN integration, Gram Manchitra as a common platform, and PMGSY codification.

      Participants are invited to share their views on the following:
      1. Does the proposed grading and coding system (Main Roads, Crossroads, etc.) suit the needs of your village?
      2. Does the proposed system align with PMGSY’s Core Network?
      3. Are there specific challenges in your area that the system, DIGIPIN, Gram Manchitra, or PMGSY codification should address?
      4. What suggestions would you offer to ensure community participation in road coding, DIGIPIN assignment, and PMGSY code assignment through Gram Manchitra?
      5. How can signage, DIGIPIN integration, Gram Manchitra, and PMGSY QR codes be improved for better accessibility and infrastructure planning?

      Your suggestions will help shape a nationally standardised framework for village road identification, digital mapping, service delivery, infrastructure planning, emergency response, and governance. Public participation will ensure that the proposed system remains practical, inclusive, and responsive to local realities.

      Dear Sir/Madam, इंट्रा-विलेज रोड कोडिंग एवं ग्रेडिंग सिस्टम के मसौदे पर सुझाव आमंत्रित करने हेतु धन्यवाद। मेरे सुझाव निम्नलिखित हैं— 1. प्रत्येक ग्राम पंचायत की सभी सड़कों, गलियों, संपर्क एवं पैदल मार्गों का GIS आधारित सर्वे कर उन्हें Unique Road Code (URC) प्रदान किया जाए। 2. प्रत्येक सड़क का स्थायी नाम स्थानीय पहचान, वार्ड संख्या अथवा प्रमुख सार्वजनिक स्थलों के आधार पर निर्धारित किया जाए। 3. प्रत्येक सड़क के प्रारंभ एवं अंत में Road Name, URC, QR Code एवं ग्रेड सहित मानकीकृत साइनबोर्ड लगाया जाए। 4. प्रत्येक ग्राम पंचायत का Digital Road Map एवं Village Road Register तैयार किया जाए। 5. सभी मार्गों को मुख्य सड़क, वार्ड संपर्क सड़क, गली, पैदल मार्ग एवं कृषि मार्ग जैसी श्रेणियों में वर्गीकृत किया जाए। 6. इस प्रणाली को eGramSwaraj, PMGSY, SVAMITVA, GIS एवं DIGIPIN से एकीकृत किया जाए तथा नागरिकों को मोबाइल ऐप/पोर्टल के माध्यम से सड़क संबंधी त्रुटि, क्षति, अतिक्रमण एवं नाम सुधार की सुविधा दी जाए। Thank You.

      Here are some practical and concise suggestions for the Intra Village Road Coding and Grading System: Unique Road Code: Assign every village road a unique alphanumeric code for easy identification. QR Code Signboards: Install QR codes on road signs so people can access maps, emergency contacts, and nearby public facilities. Road Grading: Classify roads (A, B, C, D) based on width, surface quality, connectivity, and year-round usability. GPS Mapping: Digitally map all village roads and integrate them with Google Maps and emergency services. Regular Updates: Conduct annual surveys to update road conditions and grading. Citizen Feedback: Create a mobile app or portal where villagers can report damaged roads, blocked routes, or missing signboards. Emergency Priority: Clearly mark routes leading to hospitals, schools, police stations, and disaster shelters.

      The proposed initiative to assign unique codes and digitize internal village roads is a visionary step towards enhancing the 'Ease of Connectivity' and 'Ease of Living' in rural India. It has immense potential to strengthen planning, public service delivery, emergency response and grassroots governance. As a suggestion, every village road, lane and pathway may be assigned not only a unique digital code but also a locally approved name, decided by the Gram Sabha. Roads could be named after distinguished local personalities, national icons or landmarks of historical, cultural or social significance. The combination of a unique code and a meaningful local name will improve identification, preserve local heritage, foster community ownership and make rural addresses more intuitive and citizen-friendly. This is a transformative initiative, and I hope it serves as a catalyst for creating smarter, better-connected and more citizen-friendly villages across the country. Jai Hind! Jai Bharat!

      मैं राजस्थान के चूरू जिले की तहसील चूरू के ग्राम कोटवाड ताल का निवासी हूँ। मेरे अनुसार प्रत्येक गाँव की सड़क को केवल कोड नहीं, बल्कि स्थानीय पहचान वाला स्थायी नाम भी दिया जाना चाहिए। सड़कों के नाम गाँव के प्रसिद्ध मंदिर, स्कूल, चौपाल, जोहड़, ढाणी, ऐतिहासिक स्थान, सामाजिक व्यक्तित्व या दिशा (जैसे बस स्टैंड मार्ग, विद्यालय मार्ग, जोहड़ मार्ग, मुख्य बाजार मार्ग) के आधार पर ग्राम सभा की सहमति से तय किए जाएँ। इससे स्थानीय लोगों के साथ-साथ बाहर से आने वाले लोगों को भी सही स्थान तक पहुँचने में आसानी होगी। हर सड़क के दोनों सिरों पर रिफ्लेक्टिव साइन बोर्ड लगाए जाएँ, जिन पर सड़क का नाम, यूनिक रोड कोड, DIGIPIN और QR Code हो। सभी नाम ग्राम पंचायत द्वारा अनुमोदित हों और Gram Manchitra व डिजिटल मैप से जुड़े हों। इससे एम्बुलेंस, पुलिस, डाक, कुरियर तथा अन्य सरकारी सेवाओं को सही स्थान तक जल्दी पहुँचने में मदद मिलेगी और पूरे देश में एक समान ग्रामीण सड़क नामकरण प्रणाली विकसित होगी। Shakti singh From Kotwad tal.

      Roads are the backbone of rural development. A proper road coding and grading system for intra-village roads will improve planning, maintenance, and connectivity. Every road inside a village should have a unique identification code based on the village name, ward number, and road number. This will make it easier to maintain records and monitor road conditions. The grading system should classify roads into different categories such as Excellent, Good, Fair, Poor, and Very Poor based on surface quality, drainage, width, safety, and accessibility. Regular inspections should be carried out to update these grades. Roads in poor condition should be given priority for repair and maintenance. Digital mapping using GPS and GIS technology should be introduced so that every road is accurately recorded. QR codes or digital IDs can also be placed at important.

      मैं उत्तराखंडकेनैनीताल जनपद के पर्वतीय ग्रामीणक्षेत्रका निवासी हूँप्रस्तावित अंतर-ग्राम सड़क कोडिंगएवं ग्रेडिंग प्रणाली में पर्वतीय क्षेत्रों की विशेष परिस्थितियों को भी शामिल किया जाना चाहिए। हमारे क्षेत्र में वर्षा के दौरान अनेक स्थानों पर बार-बारभूस्खलन होता हैइसलिए ऐसे संवेदनशील मार्गों को अलग श्रेणी में चिन्हित कर डिजिटल मानचित्र, सड़क डेटाबेस और साइनेज में दर्शाया जाना चाहिए,ताकिआपातकालीन सेवाओं एवं प्रशासन को वैकल्पिक मार्गों की जानकारी तुरंत मिल सकेसाथ ही सड़क सर्वेक्षण के दौरान संबंधित ग्राम पंचायत भूमि स्वामी और स्थानीय नागरिकों कीउपस्थिति अनिवार्य की जाए। वर्तमान में कई बारअधिकारी बिना पूर्व सूचना के सर्वे करलेते हैंजिससे बाद में सड़क निर्माणके समयकिसानों की भूमि कोअनावश्यक नुकसान, आपत्तियाँ और विवाद उत्पन्न होते हैं तथापरियोजनाओं में देरी होती है यदि सर्वे की सूचना सार्वजनिक रूप से दीजाए स्थानीय लोगों की राय दर्ज की जाए और उसकी कार्यवाही का रिकॉर्डरखा जाए तो पारदर्शिता बढ़ेगी किसानों के हित सुरक्षित रहेंगे तथासड़क निर्माण अधिकव्यावहारिकविवाद-मुक्तऔरजनहितकारी होगा।

      1. हाँ। ग्रेडिंग एवं कोडिंग स्थानीय जरूरतों के अनुसार हो और सभी सड़कें, चौक व सार्वजनिक स्थान शामिल हों। 2. हाँ। यह पीएमजीएसवाई कोर नेटवर्क के अनुरूप होना चाहिए ताकि सड़क योजना बेहतर बने। 3. हाँ। डिजीपिन, ग्राम मानचित्र और कोडिंग से सही पता, बेहतर सेवाएँ और विकास कार्यों में पारदर्शिता आएगी। 4. सुझाव: ग्राम सभा की भागीदारी, स्थानीय सत्यापन और सार्वजनिक सुझाव के बाद ही अंतिम कोड जारी हों। 5. सुझाव: हर सड़क व सार्वजनिक स्थल पर QR कोड + डिजीपिन जोड़ा जाए, जिससे जानकारी और सरकारी सेवाएँ तुरंत उपलब्ध हों।
