Under the provisions of the Coal Mines (Special Provisions) Act, 2015 and Rules made thereunder, the Central Government is considering to auction coal mines for commercial mining. Accordingly, Discussion Paper containing eligibility criteria and auction methodology has been prepared and placed here. The members of the public and stakeholders concerned are requested to submit their comments and suggestions by 26th April, 2017, 4:00PM

I belong to a place,from where I have seen from childhood how coal was extracted by private then Government and again private players through decades.In the process there was a huge loot by vested officers, employees, trade unions and finally contractors.The real looser was the Govt. and the people of India.How machineries worth crores and crores were scrapped due to the organised loot.How the Mafia culture was built.Auction is an option but not a solution.There should be multi contractors.

All previous coal mine leases are to be re-examined.
Now a days nation is expecting a free breath of Good Governance not Clerical Terrorims and solder riding on Judiciary, Committee & Commission. Government uses his vision and justified procedurecoal mines are not allowed to mined by the private companies because they are only concerned about making money.Safety and security drills and mock drills should be made mandatory and strictly implemented and thoroughly followed up.

Online quotations must be invited from interested parties for coal mining contract. It must be excepted in digital format and must be online. The Forigen Investors must be allowed to provide quotation only on bases of tieup with Indian company. Once quotations are received it must be open online and rates must be published online and all this should be video recorded and must broadcast it live for Tender participants.

For allocating coal mining contract please use online tender procedures and receive online submission of quotations. Once the quotation is received it should be open in front of public online live screening must be done as fare procedure.

coal mines are not allowed to mined by the private companies because they are only concerned about making money. They are not ready to share profit amount with the government so it is not beneficial for the sake of society. Even the fertile land is getting affected by these coal mining centers.
