Ministry of Power should benchmark all DISCOMs in India. Benchmarking is standard management tool in many multinational companies & helps in motivation to enhance the performance. Also develops culture of learning & implementation of best practices with healthy competition. Measurable parameters with objective of consumer satisfaction & financial goals can be set. This will help moving towards standardization of processes across India. Displaying this information at all DISCOM offices will help

Govt should adopt one nation one rate one department with connection portability from one region to another region it will save time and money both
Domestic electricity must be free for slums upto 100 units as they can't afford it, plot size less than 150 sq yards it will be given in 200 unit half subsidy thereafter it must be fully paid, for commercial unit it must be 1.5*domestic rate but small business upto built-up area 25 sq yards 50 % subsidy thereafter full charges, for posh areas it must be 2*domestic rate
India should now move to One Nation One Tariff. Different unit rates as per consumption needs further rationalization. Similar to cooking gas, subsidy for electricity should be transfer by DBT (Direct Benifit Transfer) system, instead of different rates for Households, Farmers, MSMEs. All consumers should be register with Aadhar/PAN to form categories for subsidy distribution. Standardization of reforms will help in better monitoring, accountability, transparency & further improvements.
The Domestic users of Rooftop Solar power plant , should get rebate in income tax , like we get on Home loan. It will definitely motivate the users to install Grid Connected Rooftop power plant. The bank or Financial Institutions should provide finance fast without much documentation in very easy way , as they do in automobile and electronic gadget loans. It will definitely attract the domestic users, as their EMI will be lesser than their electricity bill and payback period will be low.
