The Finance Minister in his budget speech for the Union Budget 2015-16 made the following announcement: “India is one of the largest consumers of gold in the world and imports as much as 800-1000 tonnes of gold each year. Though stocks of gold in India are estimated to be over 20,000 tonnes, most of this gold is neither traded, nor monetized. Keeping this in view, the government in Budget 2015-16 has announced the Gold Monetization Scheme which will replace both the present Gold Deposit and Gold metal Loan Schemes. The new scheme will allow the depositors of gold to earn interest in their metal accounts and the jewellers to obtain loans in their metal account. Banks/other dealers would also be able to monetize this gold”.

Accordingly, a draft outline of the Scheme has been prepared. Comments and views are invited on the Draft Gold Monetization Scheme.

Draft Gold Monetization Scheme (The outline of the Gold Monetization Scheme placed below is only at the draft stage and is being placed here to obtain public opinion. The scheme as it stands at this stage, does not imply any commitment from the government)

This fits in so well in the Make in India campaign started by our PM but no concrete thing done so far. Why do we have to wait for so long to do business in our country when file just goes from one place to another. This is inspite of the project being monitored by the PMO directly.

When govt want to reduce CAD by offering this wonderful scheme why don’t we think of mining gold from our own country. It has been proved there is ample gold in places like Karnataka, mainly in Ganajur and Hutti..A private company which has filed for mining license is waiting endlessly since 2010..

Also private refineries should also be given equal chance to refine gold instead of only giving it to govt owned refineries. In this way it will create equal job opportunities in all states and refinery people would benefit. Mostly refineries are not running to full capacity at the moment..

Scheme offered by govt is good and in right direction to reduce CAD but it will be a hit only if interest offered is above 6%..Also households will not give away their gold as its in ornament form and they will not like to melt the same away..Gold which will come will be through temples trust and people who want to convert their black money..in a way its good it will take out all the black money in the system..

I strongly feel that allowing banks to place gold as reserves will defeat the main objective of import reduction. Gold will just move from private hands to RBI. Any requirement will still have to be imported.
