In a smart city, no matter which government is in power, it must make sure corrupt officials and ministers are thrown out and only skilled, honest men and women are working because without having honest, professional people working at the top posts, no city can be made a smart city. Corruption will fail all the good plans. The common people and especially the youth is very aware now and will not tolerate corruption anywhere. People will use social media and eventually voting power to remove them

Permanent ,and a long row of shopkeepers.
Cubicles , allowed to them with no tax taken from them.
Take tax from us , build them ,allot them to people.
Thus prevent the roadside hawkers to jam the roads. They have seperate cubicles and let them maintain it according to their respective needs.
Especially for meat vendors. They have their shops in front of residences and open roads.that turns offending sometimes by their fowl cleaning .
