TRAI has taken several initiatives to curb the problem of Unsolicited Commercial Communication (UCC). However, from the analysis of complaints received on regular basis and feedback from various sources, it is observed that problem of Unsolicited Commercial Communication (UCC) still exist. Need was felt to identify the issues and make necessary changes to address the issues.

Some of the key problems identified in this regard are:
• Customers are receiving unsolicited communications despite registering the preference for not to receive such communications, choices for customers to register for preferences are very broad and limited, new types of unsolicited calls like calls from auto-diallers, robo-calls and silent calls which a customer may find irritating.
• It also takes long time to take action against the UCC complaints.
• Lakhs of SMS headers have been taken by different content providers for transactional message purposes. Companies, by any means, take consent of the customer and start sending messages on regular basis. Such consents are used in perpetuity without any time limit. No robust mechanism to keep the record of consent so that it is non-repudiable and easily accessible.
• Number of intermediaries between registered telemarketers and content providers who are either not registered or not entered into the agreement with access provider. No process for content authentication by customer.

In view of the above, regulatory framework for UCC is required to be reviewed for appropriate changes in the framework or for introducing new entities or processes required, if any. Accordingly, TRAI has issued this consultation paper to have wider consultation with all the stakeholders. This consultation paper deliberates following issues:
• Analyses of present preference registration system and explores ways and means to make system more effective and efficient. Explores options to provide more choices to the customer for preferences.
• Registration System for related entities. It explores the possibility of registration of new entities like Content Providers, Aggrgators and Intermediaries.
• Suggests introducing new entities for Header Assignments, consent recording etc.
• Issues related to UCC Complaint handling and suggests to make system more efficient e.g. by reducing time-line.
• Suggests alternative options to make system more effective e.g. by enhanced functionality of Signature Solution, introducing honey pots, Scrubbing as a Service etc.

it is usually noted that if we enter into any conversation with anyone or send emails seeking some clarifications, immediately we get mails or messages from some sources regarding that subject.That means that there is no privacy & all mails & msgs are being watched.There should be some control/check to prevent such type of infiltration & ensure privacy in communication.

In respect to GST, GST authority has declared that, those person who are not liable to GST and taken GST registration by migrating from VAT,Service TAx, etc., but, their turn over is below threshold limit e.i. 20 lacs, such person can cancel their registration within 90 days, out of which 81 days have been passed,but, cancellation schema or page is not still available on portal, it is required to be taken as serious and priority issue to take appropriate action , best wishes

TRAI has invited suggestions on UCC is very important, as there are so many communication made by allied persons or company or for any advertisement etc., it is unnecessary for the customer, hence, there should be reasonable control over it., UCC sender without proper knowledge of consumer, added or taken consent by special trick or technique, there should be fix the time for consent e.i. 1 week or 1 month, so,if can be stopped,when any body try for second consent from consumer,best wishes

In respect to GST,the council committee has started to take suggestion,I want to suggest in large revenue and public interest that, RCM on expneses to non registered person on which ITC is available,should be deleted totally,it is great problem for assessee, while there is no benefit to revenue by such provision, so,Many assessee are either evade or cancel their registration only due to this complicated and confusive provision, hence,further,tax evasion & cases in court will increase,best wishs

I wanted to do Mobile Number Portability after I moved to JIO because the service was not good as I was missing my urgent calls.JIO call centre representative told me that since I didnot complete 3 months of subscription on JIO I cannot do MNP.Kindly tell me if I am loosing on my important calls due to bad network connectivity of service provider is it right for me to wait not receiving my important calls for another 3 month?
Kindly help in removing the clause for subscriber to stay on network.

Vodafone offered Unlimited calls and 1 GB data daily with Rs 353 with validity 56 days.

Out going calls were blocked & customer care request us to maintain at least 1 rs balance extra. Without our knowledge our extra balance ( main balance) is eroded above 1GB and outgoing calls were blocked. This is wrongly marketed stating unlimited calls and 1 GB data daily. Customer are not aware and couldn't call at emergency. Kindly make all service provider to offer without any hidden conditions.

Let the DND services be wider, as the present ones are vague. If we select banking commercials for DND, the TSP warns that genuine banking alerts may be blocked. Strict measures must be taken against data cloning from other genuine servers. I get communications from entities I do not know and whose interests does not match with that of mine, but it is amazing to note that these entities got hold of my contact details. Consent recording is an useful tool. Consumer's protection is paramount.
