Telecom Regulatory Authority of India (TRAI) had issued the Telecommunication Mobile Number Portability (MNP) Regulations 2009 (8 of 2009) dated 23rd September 2009 laying down the basic business process framework for implementation of MNP in the country. In a continuous endeavour to make MNP process more subscriber friendly, based on feedback from the stakeholders and its own analysis, TRAI has issued various Directions and amendments to the MNP regulations. The present consultation on amendment of MNP regulations is also a part of the same process.

Rejection of porting requests creates dissatisfaction and frustration among subscribers. It is observed that, grounds of rejection dependent on Unique Porting Code (UPC), namely ‘UPC Mismatch’ and ‘invalid/expired UPC’, jointly contribute around 40% of the total rejection of porting requests. Through this amendment, TRAI proposes a mechanism for sharing the UPC generated by Donor Operator with MNP Clearing House, which in turn can be approached by the Recipient Operator, to confirm the correctness and validity of the UPC submitted by the subscriber. This will result in reduction of rejection of porting requests and will increase subscriber satisfaction. The draft amendment also propose to make provision to transmit the relevant information viz. date of the bill, amount outstanding, last date of payment, date of the notice and period of notice given to the subscriber by Donor Operator through the MNP Clearing House.

Suggestions on the issues raised in the consultation are invited from the stakeholders by 28th September, 2017.

If postpaid customers want to port number then at beginning customer care centre does not agree to process request and give excuses and asks customers to come after different dates. It is suggested that customer can do request for MNP online also with Aadhar linked OTP. Telco has to send outstanding bill within 48 hours or earlier of raising request and once payment is made, number has to be ported within 24 hours. For any delay, there should be penalty on Telco.

सर जी मेरे घर की छत पर जियो कम्पनी का टावर स्वीकृत हुआ है जिसमे कम्पनी ने स्वीकृति सम्बंधित सभी जरूरी कागजात सम्बंधित विभाग में जमा किये हैं परंतु फिर भी मुझसे रंजिश रखने वाले कुछ लोगो की शिकायत पर टावर लगाने का कार्य रुकवा दिया गया है।आपसे सहयोग की आशा की जाती है।कृपा करके मेरी मदद करें।

Sir according to trai, main corruption among mobile network that affect people by theift their cash by value added services which they not used, like some add and third party vendors should be stopped more than thousands of people affected thru this campaign by mobile operators. Around multiple of cr. Kindly provide initiative thru trai.

we must be able to change operator in internet itself in a dedicated website in which it has all operators the website must be maintained by dept of telecom , it must be simple with following steps

1) type present mobile no
2)select existing operator from the icons/tags of operators like bsnl, mtnl etc
3)select the new operator from the list of operators
4)type your aadhar number
5) click enter
also you may keep a new step to pay a small fees of 20 rs

Respected sir there must be a centerlised system of issuing mobile no by the government which should be issued only on aadhar details .first of all a customer should apply to the company for sim no with aadhar card than company will transfer it to govt than govt will allote the mobile no attached with aadhar card . The whole process should be online and easy way and least time consuming.

राज्य के अनुसार सभी जिलो में न सीमा तय होनी चाहिए । एव कंपनी का नेटवर्क और सिम न कोड अनुसार होने चाहिए क्योंकि नेटवर्क बहुत बीजी चलता है । इम्पोर्टेन्ट कॉल नही लगते तो ऐसे नेटवर्क का जनता क्या करेगी । जन्हा जैसा नेटवर्क काम करे उस एरिया में में नेटवर्क लाग्या जाय।

MNP IS A GOOD CONCEPT BY OUR INDIAN GOVERNMENT.BUT,THERE ARE FEW THINGS WHICH NEEDS TO BE IMPLEMENTED NEWLY.(1)SUPPOSE IF I RAISE AN MNP REQUEST FROM MY CURRENT OPERATOR HAVING MAIN BALANCE RS 50,BUT WHEN I SHIFTED TO A NEW OPERATOR THAT REMAINING BALANCE NEVER TRANSFERS/ADDED TO NEW OPERATOR, AUTO ADDITION IS REQUIRED. A CUSTOMER LOSSES HIS/HER MONEY. (2) SOMETIMES ALERT SMS NEVER COMES FOR THE PORT OUT DATE AND TIME.(3) BANK/OTHERS OTP RECIEVE ISSUE AFTER MNP.(4) NEED MORE FAST PROCESS.THANKS

It has been seen that Government telephone operator published telephone directory for their consumers. But I did not find telephone/ mobile telephone directory by private telephone/ mobile operators.
It is requested, kindly take appropriate steps, publishing of Telephone and mobile telephone directory (private and government both telephone operators) in the public interest without raising of question privacy, sparing security agencies of Government.

Dear sir,
Please close the fake mobile sims who are used by unknown peoples ,block these are, your and peoples problems may half. Your BSNL service is too much below reason is only one govt. has pay the salary to his employee but they are not responsible for business. In my view BSNL is WHITE ELEPHANT for govt. which has only loss so close this type of business or recruit new and energetic staff.

जब भारत एक दॆश है तॊ हम मॊबइल सर्विसॆस कॊ राज्यॊ मॆ बाटतॆ है (One Country-One Number) का Concept हॊना चाहिए जिसमॆ Service Provide कॊ तय करना हॊगा कि वह अन्य राज्यॊ मॆ कैसॆ customers कॊ Network and Service provide करॆगा तभी उसकॊ Licence मिलना चाहिए,ज्यदातर हमनॆ दॆखा है MNP कॆ पीछॆ Bad Network issue हॊता है,अगर‌ फिर‌ भी Customer, MNP कराना चाहता है तॊ eKYC/OTP/Registered Email of Aadhar verified requests का within 24 hours मॆ MNP process complete हॊ पूरा हॊ जाना चाहिए नही तॊ Fine भरना पडॆगा.
