Digital India was conceived by weaving various strands of communication and information technology for digital empowerment of citizens and delivering better governance. Establishment of broadband highways forms the first pillar of Digital India. Therefore, timely commissioning of a reorganized version of National Optical Fibre Network (NOFN) is very imperative. The implementation of NOFN was not moving as per plans, TRAI had given certain recommendations on ‘Delivering Broadband Quickly: What do we need to do?’ dated 17th April, 2015. In addition, DoT had appointed an expert Committee which submitted its detailed report recommending rechristening of the project as BharatNet with three implementation models.

Some views regarding the implementation have been raised and therefore the Authority looked into one more possible alternate model –“Build-Own-Operate-Transfer” (BOOT) model. The Authority has come out with this Consultation Paper (CP) to discuss issues related to strategies to find best model of implementation for BharatNet.

1. Fiber connection and job related to Transmission part in telecom Companies should be given the more priority.
2. Government help is needed for fiber laying and fiber restoration.
3. Why Fiber? Because it is the only way of minimizing the Radiation of MW and other waves of communication.

It is good to lay OFC networks again.But, issue is with the maintenance/safety of fibers. Telecom companies had invested huge capital in it but couldn't maintain these fibers because of multiple cuts by the local govt./private agencies etc. Single fiber can be made of infinite capacity by upgrading the transmission equipment. Therefore, telecom companies may provide fibers and government may assist them in up gradation of tx equipment.This combined effort can deliver the Broadband quickly.

It is a welcome step by GoI to move from technology centric approach to Project centric ,renaming NFON as Bharatnet. Connectivity is more important than laying fiber!.The review committee report suggests to adopt alternate technology like satellite for non feasible,expensive and difficult terrains. Lack of satellite BW available from ISRO is also expressed in the report. Increase Satellite bW by allowing private player and review of DOT rules on satellite communication are way forward

BOOT model, which was found to be complicated and not suitable for the private players. Also, from the history of BOOT model on road development, it was used as a machine to make black money. Instead, use hybrid annuity model proposed by road ministry. The same model will help to build the fibre network.

whatever you used it must be transparent..bsnl can handle it very well but each and every employee of department sould be accountable he must knows his duties and how to handle the duties..sir you can change india in one year in all psu and govt departement make employees accountable make tenders online biometeric attendence online grievence portal thats all

USE BSNL spare USO fund for rural conectivity to create best network and ask the private operator for spare capacity with long lease duration to form Stable, Reliable Bharatnet

Time and again it has been seen that government projects fail and the by seeing the above recommendation it also feels that the same will fail dramatically. I am affirmative and it feels that the practicality has not been conceived while providing consultation. We should think that wile we are geared up to make India digital and are proposing different methods to connect it have we ever thought if we only make offices paper free just as china has stopped the use of newspaper and cont....
