Telecom Regulatory Authority of India (TRAI) has issued a consultation Paper on Review of network related Quality of Service standards for Cellular Mobile Telephone Service.

In the wake of phenomenal growth in cellular mobile telephone service, technology changes that have taken place in the recent times and increasing concerns of consumers relating to Quality of Service perceived by them, there is a need to review the Quality of Service parameters and benchmarks so as to streamline the monitoring of the parameters, its measurement and the regulatory framework. This could lead to better Quality of Experience by users. With these objectives, the Authority has released a Consultation Paper today for initiating a consultation process to review the network related Quality of Service standards.

This consultation paper describes the various parameters and respective benchmarks for assessment of Quality of Service of 2G and 3G networks. The Authority seeks the views of the stakeholders as to how to bring about changes in these benchmarks and possibly add parameters, if required, to improve the Quality of Service experience by the customers. It also envisaged to add relevant parameters for 4G/BWA services also, in view of their deployment in the network. The consultation paper seeks to know from the stakeholders as to what will be the appropriate way to calculate call drop rates through meta data analysis of CDRs. The mechanism of imposing of financial disincentives in case of below the bench mark performance has also been raised in this consultation paper.

Last date for submitting the comments is 16th September, 2016.

BSNL offers incoming free all over India.But outgoing charges in roaming is very high.Voice STVs cannot be used in roaming. Eg Special Tarrif Voucher STV224 offers 19200seconds voice call but it cannot be used in roaming.Lot of people traveling between 2states daily, they need to pay more. If voice STVs can be used in roaming, it will be very helpful (like Data and SMS STVs)

To this telecom sector first time in india bjp govt thing first thanks for that
my suggestion and idea is that first i talk about villages we apply the power booster for make our digital connectivity better another in city and smart city we are applying were well system that called as back bone system to make indian communication system better its costly but effective so thanks to the TRAI for this wonder ful movement for citizen

1. SMS price should come down. It should not be more than 5 paisa per SMS
2. National roaming free service should be implemented soon

1. Trai should launch web portal where anyone can check signal strength of a particular service provider at particular location, similar to airtel’s open network.
2. Anyone can resister complain against particular service provider using Trai’s website or mobile app.
3. Trai should collect telephone or broadband bill amount from individual user and pay that amount to service provider after settling various dispute.

The root cause of poor quality of signals is poor infrastructure. Any penalty or punishment will not work. It is difficult to point the exact cause of poor service.

Please set minimum strength of spectrum, strength & quality of networking apparatus,strength of antenna etc.

Do not allow to expand to telecom companies without putting infrastructure. Companies are rolling out services in competition without preparation. Cancel the spectrum if it do not have adequate coverage of facilities.

Penalties and fear of repercussions Drive the right behavior. If calls are dropping frequently and companies aren't doing about it, they should be dealt by TRAI strictly, even so that they fear loosing their license. I bet even if one example is set like that, the companies will start to comply automatically.
A first step would be to create a metrIc around call drops and enabling tracking and management of it on a regular basis. I'm sure the companies can collect and report on this data.

Talking about village sectors there is very bad condition about network.....n world talking about 4g and 5g but our village lies in 2g bad connection problem .......and that also few company towers.....village :Tared , Mahuva-364290, Bhavnagar ......part of @vibrantgujarat....
