boosting innovation and entrepreneurship
How come GOI, being as complex an omnipresent organization one can imagine, is not having a risk detection and risk management department which every other organization are bound to have. True it has one of security, one for disaster... but nothing can replace comprehensive e2e risk management. Do we know how much GOI is loosing because we are not managing the risks appropriately? GOI certainly requires a risk management framework.
However, success of your innovation agenda will lie in participation of government departments and bodies as government seems to be omnipresent in India. Ask every department to come up with use cases for Block Chain, Artificial Intelligence, Big Data, Net Sensors, Drone Use (aerial, water, land, under-land drones), Satellite Use, Statistical Modeling.
Innovation is required in land use given burgeoning population of India. Instead of Canal it would be better if our Irrigation water system runs in underground pipe network, especially if the canals are not used as waterways. Government Services and Business Services Building are Constructed just over Railway Stations even in Small towns and Cities. Urban and Rural Roads are Covered with Solar Panels if they cannot be by trees.
New disruptor technologies which are coming to fore are Block Chain, Net Sensors, Artificial Intelligence, Big Data, Analytic Platform R. Big data feeds from net, satellite and drones feeds. These hold immense potential. GOI should itself identify use cases and commission India research institutes and Engineering colleges to come up with solution and incubate companies. Innovation requires imaginative intervention by GOI. Ask all the GOI departments to identify use cases for above technology.
India simply does not have Ecosystem to promote entrepreneurship and starts up. Government incubating new technology and path breaking solutions in virtually absent. Moreover, there is no scheme of government becoming equity partner in new innovative ventures, like the practice is in Singapore. Being ahead of curve entrepreneur and innovator, I can say this with first hand experience. Why government cannot be a incubator? Invest to hold (
