While each smart city will have distinctive features specific to its location, demography, culture and other such factors, there maybe smart solutions to problems which are common to all cities. This contest seeks to identify such smart and innovative solutions to common problems.
All questions in this category must be answered to be considered as a complete submission and to be eligible for short-listing.
Questions
1. Out of the following 21 smart solutions, select 3 solutions that should be applied to all Indian cities and provide a brief write-up (max. 50 words) to explain why.
2. Describe a ‘smart’ idea that you have seen in some other city(anywhere in the world) that you would like to see replicated in your own city. ‘Smart idea’ means doing more with less.
3. Describe 3 ways that Indian cities can reduce the gap between rich and poor.
4. List out 5 essential facts about your local municipal corporation that should be available to all citizens.
Entry Deadline
• Entries may be submitted online on the mygov.in portal latest by 23.59 hours (11.59 pm) on Saturday, 20th June 2015.
Evaluation
The submissions will be evaluated on the following criteria:
• Do-ability (50%)
• Innovation (50%)
Award
Two winners in each category will be awarded a citation from the Prime Minister at the Smart City Mission Launch on June 25th, 2015 at VigyanBhavan, New Delhi, along witha cash prize of the following amounts:
Rs. 40,000 - First Prize
Rs. 25,000 - Second Prize

The winning ideas would be shared with the 100 SmartCities as potentiallyimplementablesolutions and will be considered for pilot

• All questions in a particular category must be answered to be considered as a complete submission and to be eligible for short-listing.
• The participants(s) entries will be judged for each category independently and on merit. In case of short listing in more than one category, a participant will receive prize money for one category only.
• The length of each answer is limited to 250 words or less.

4 a.) City information portal: Some kind of app or website which can provide a detailed information about the municipal area. The portal can be meeting point for people looking to improve the living experience in the city
b.) Procedure portal: Services and Procedures Portal so procedures for Municipal Corporation can be carried out online. The idea is to make local government more flexible and accessible and, in that way, improve people's wellbeing and quality of life.

3.c c.) Tax the rich at a reasonable rate: The idea is not to use taxation as a means to reduce the gap between rich and poor but to use that tax money to fund programs, like public education, that could give everyone a fair shot at success in an economy. The taxed money can also be used to create recreational centres like movie halls etc. where entry to all will be allowed but the poor’s will have to pay less.

3. b.) Give poor a voice, better wages, and good working conditions. Companies employing workers can share the burden of the workers social needs (substantial burden been borne by the employers) viz., housing, furnishing etc. requirements. Workers /poor class can be provided with free food during working hours and those below a particular wage level may be provided with basic health facilities at substantially reduced or no cost.

3 a. a.) Free and equal education for all will go a long way in removing disparity between rich and poor.
The education system must guarantee the same educational opportunities for everyone, regardless of social or economic background. Instead of competition and comparison, comprehensive school should focus on support and guidance for the students as individuals.

2.Quick emergency response system for people who are alone at home,elderly people or people with disabilities and/or dependent on others. Its modus operandi could not be simpler: a device is installed in the individual’s home and connected through a (land or mobile)telephone line to a Call Centre,which can be contacted at the simple press of a button.The Call Centre has a team of professionals who attend to requests and mobilize, where necessary, the most appropriate response for the situation

5-Municipalities should responsible for the following functions to each citizen:
• Electricity delivery
• Water for household use
• Sewage and sanitation
• Fire fighting services
• Municipal health services
• Decisions around land use
• Municipal roads
• Municipal public transport
• Parks and recreational areas

1.c Skill Development centres: Skill development centres by inculcating measurable skills and appropriate social behaviour can help a person grow self-dependent. The centres can help reduce unemployment burden on economy, develop entrepreneurial skills and promote “Make in India” vision of government.

4-A technologically efficient grievance redressal mechanism should be developed. Time Bound Services needs to be implemented for all municipal services.

1.b Renewable source of energy: Use of renewable source of energy will improve our air quality & curb global warming, create good green jobs thereby boosting regional local economy and will strengthen local security. An assured energy supply is essential for development of a city and renewable energy can help achieve this in coming days.

3-A 24 X 7 citizen response/call centre with a mobile app/internet interface is needed to enable citizens to file complaints, share pictures, etc. Each ward should have a clear list of officials and phone numbers of health , sanitation , electrical , water supply indicated on website and prominent places.
