Vishwakarma Scheme was announced in Budget 2023. The following announcement was made – “For centuries, traditional artisans and craftspeople, who work with their hands using tools, have brought renown to India. They are generally referred to as Vishwakarma. The art and handicraft created by them represent the true spirit of Atmanirbhar Bharat. A package of assistance for them has been conceptualized for the first time. The new scheme will enable them to improve their products’ quality, scale and reach, integrating them with the MSME value chain. The scheme's components will include financial support and access to advanced skill training, knowledge of modern digital techniques and efficient green technologies, brand promotion, linkage with local and global markets, digital payments, and social security. This will greatly benefit the Scheduled Castes, Scheduled Tribes, OBCs, women and people belonging to the weaker sections.”
PM Vishwakarma Scheme aims at improving the quality, scale and reach of products/services of artisans/craftspeople and to integrate them with the domestic and global value chain. This would result in the economic empowerment of such workers, especially those belonging to the Scheduled Castes, Scheduled Tribes, OBCs, women, transgender and other weaker sections of the society.
PM Vishwakarma is a new scheme that envisages providing end-to-end holistic support to the families of traditional artisans and craftspeople in scaling up their conventional products and services. Under the scheme, six components have been identified, as given below:
1. PM Vishwakarma Certificate & ID Card
2. Credit support at a concessional rate of interest with Guarantee Coverage
3. Skilling
4. Toolkit e-Voucher
5. Incentives for Digital Transactions
6. Marketing Support
Scheme Objectives:
1. To generate sustainable livelihood opportunities for the artisans/ craftspeople.
2. To bring the artisans into the formal sector of the economy.
3. To provide easy access to affordable credit.
4. To upgrade the level of knowledge and skills of existing manpower through skill training.
5. To enhance the earnings and competitiveness of the artisans/ craftspeople through modern tools and technology.
6. To upgrade their technical capabilities through innovative equipments and tools there by enhancing their income and production.
7. To provide requisite support/ linkages with domestic and global markets.
8. To provide incentives for digital transactions.
9. To help them in quality improvements of their Products/Services in the market along with compliance with quality standards.
10. To transform the social status of the Artisansand uplifting them in the Society.
