In order to provide the same test platform to all candidates at the nearest District HQ, particularly those in rural areas/Aspirational Districts, and with a view to set a new standard of equity and inclusiveness in recruitments, the Government has decided to set up a National Recruitment Agency (NRA) as an autonomous and self-reliant body to conduct a Common Eligibility Test (CET) to shortlist candidates for recruitment in Government sector.
The objectives of the NRA are as under:
(i)To mitigate the hardships being faced by candidates who have to appear for multiple examinations conducted by multiple recruitment agencies, for such posts for which similar eligibility conditions have been prescribed.
(ii)To bring in savings to the candidates towards multiple application fees, traveling and other costs to appear in these examinations.
(iii)To meet its objectives to conduct Common Eligibility Tests (CETs) and such other recruitment tests, as the Central Government may direct.
(iv)To improve access to rural candidates by setting up at least one test center in every district.
(v)To increase the frequency of CET at each level and to facilitate candidates to schedule tests and choose a center of their choice.
(vi)To conduct CET in a swift, efficient and transparent manner and reduce the time taken in the selection process.
(vii)Conduct quality screening tests of relevant recruitments for the participating agencies.
(viii)To facilitate employment generation - the CET score could be shared with other recruiting agencies in the Central Government, State Governments/Union Territories, Public Sector Undertakings, autonomous bodies, and Private Sector on MoU/Cost-sharing basis, for appointment in their organizations. This would help such organizations in saving costs and time spent on recruitment.
1.Apart from the above, NRA would help in preparing the candidates, especially in the Aspirational Districts/rural areas, in handling the online tests. It shall also be responsible for answering queries/complaints/ grievances of candidates through a 24x7 Help Line.
2.NRA would identify language experts to translate the question bank in regional languages and gradually move towards conducting the CET in all the regional languages included in the 8th Schedule of the Constitution, as per requirement and subject to an adequate number of candidates showing a willingness to take the test in a particular language.
3.NRA would conduct the CET in examination centers with robust infrastructure across the country inadequately secured conditions for preventing possible malpractices and fraud during the conduct of the online examinations.
4.To begin with, NRA shall conduct a separate CET for the three levels viz., graduate, higher secondary (12th pass), and the matriculate (10th pass) candidates for such posts for which recruitment is carried out by the Staff Selection Commission (SSC), the Railway Recruitment Boards (RRBs) and by the Institute of Banking Personnel Selection (IBPS).
5.There shall be no restriction on the number of attempts to be taken by a candidate to appear in the CET. Relaxation in the upper age limit shall be given to candidates of SC/ST/OBC and other categories as per the extant policy of the Government. Based on the screening done at the CET score level, final selection for recruitment shall be made through separate specialized Tests/examinations, to be conducted by the respective recruitment agencies.
6.NRA would be registered as a Society under the Societies Registration Act, 1860. NRA will have its headquarter in Delhi NCR.
Hence, a logo is required for the National Recruitment Agency to represent the spirit of the activities as described above.
The prize money is Rs. 25,000/- for the best entry.
