India faces many natural hazards, including floods, cyclones, drought etc. But every hazard need not turn into a disaster. By careful planning, capacity building, early warning, community participation, procurement and pre-positioning of necessary equipment and resources, participation of civil society, assigning clear role to the private sector, involving panchayati raj institutions and urban local bodies, rigorous enforcement of techno-legal regime on land use and building regulations etc., significant reductions of losses can be brought about in such events. We have a national policy on disaster management, at http://ndmindia.nic.in/NPDM-101209.pdf

We have created a number of institutions by way of the Disaster Management Act, 2005, which may be seen at http://ndmindia.nic.in/acts-rules/DisasterManagementAct2005.pdf

What more can be done to enhance our preparedness to handle natural disasters?

like NCC and NSS in school and college a separate Emergency Team of 50 college students to be trained in each college in every district. so when ever disaster happens..they will be ready to Volunteer.

Dear Sir,

I was considering an idea to raise funds for Railway Development and Expansion.
We can have a railway specific fund raising web portal, this portal will be same as a bank website, any one can register with his PAN number, email ,mobile & bank account. Here he can deposit any amount from INR 1000 to 10000 every year, he will get tax rebate for 50% of amount and his complete amount will be returned withing 5 years of time span by Railway without any interest.

Disaster Management.training shall be given to Soldiers (prior tom appointment),NCC /Scout cadets(during vacation)and District/Taluk/Village administrators.Three digit toll free numbers(eg:333) may be provided to report disasters.Trained dogs shall be a part of Disaster Management Units for rescue operations.Training from Japan will be useful.Warning /Alerts can be communicated to target people by group messaging.Earth quake resistant construction shall be insisted in areas prone to earth quake.

All officers recruited to Police /Fire force shall be given Disaster Management Training before joining.National Volunteer Service may be started in all states, where panel of persons willing for at call service for rescue ,communication, medical, donation of blood, transport etc at field of disaster may be prepared.Training shall be given to volunteers periodically.The volunteers should include doctors,nurses and para medical staff trained in critical care. Use drones to find missing boats.

I like to share some thoughts re railway safety issues ...in order to protect any attack against trains during travel i feel if GOvt thinks to design a Sensor which is to be installed in front of Engine .....capable of sense any chemical / mines / bombs planted in railway track .at least within 1 to 1.5 km distance . For this there is need of a highly capable sensor which need to be installed in Front engine .

National Exigency Fund shall be established without commitment to public exchequer.Funds may be raised by non conventional mode /indirect taxing of affluent citizens.For example:- Lunch with Film stars/leaders,Science/Antique/Medical exhibitions,Friendly cricket/sports events/Books/Handicrafts fair, Lucky draws,Stage programs by blind /handicapped artists /issue of commemorative and limited edition gold/silver coins/stamps,Sale of autographed T shirts, Foot ball/Cricket ball/bats,donations.

Awareness on Disaster preparedness shall start from home and schools, that will help lot during the actual need, every district collector shall plan for a awareness program and shall be made accountable for proper programing.

Why not utilize the service of HAM(AMATEUR RADIO OPERATOR) in case of communication failure in disaster? There are so many hams. I am ready to organize all of them.

Every year we see the preparedness to handle disaster is not effective, but only the government is always prepared to do the survey in a helicopter. Why not educate, create awareness, and form teams of volunteers trained for HAM operating, first aid, fire fighting, systematic evacuation, and get prepared for the worst before it happens. We have lot of disaster prone areas where every year we suffer loss of life, material.
