India faces many natural hazards, including floods, cyclones, drought etc. But every hazard need not turn into a disaster. By careful planning, capacity building, early warning, community participation, procurement and pre-positioning of necessary equipment and resources, participation of civil society, assigning clear role to the private sector, involving panchayati raj institutions and urban local bodies, rigorous enforcement of techno-legal regime on land use and building regulations etc., significant reductions of losses can be brought about in such events. We have a national policy on disaster management, at http://ndmindia.nic.in/NPDM-101209.pdf

We have created a number of institutions by way of the Disaster Management Act, 2005, which may be seen at http://ndmindia.nic.in/acts-rules/DisasterManagementAct2005.pdf

What more can be done to enhance our preparedness to handle natural disasters?

QCI has been established by GOI for Quality Assurance in Infrastructure Sector as well through Accredited Third Party Inspection Bodies. Most of the Govt. Departments are getting the formality of the Quality Assurance done (as eyewash) through academic institutions, which are, neither competent nor equipped not even accredited for the job. Academic institutions are meant for teaching, research & specialized consultancies only. Clear directives are requested to be issued in public interest.

Indian cities will NOT improve unless municipal administration structure is reinvented and overhauled. Large and successful cities in the world have directly elected mayors with executive powers making them accountable and empowered for performance. Indian cities are administered by appointed bureaucrats with no longterm stake in the position, or the city, and little fear for public retribution for non performance. This is completely out of sync with nation's aspiration for world class cities.

Sarva Shiksha Abhiyan (SSA) programme of MHRD can be used as a successful tool for spread of disaster resistant construction technology. SSA civil wing of TSG carryout three national level review meeting for govt. school constructions in states.

we need to train all construction contractor ,residents ,construction supervision staff for technical up-gradation, IS code provisions.Further all construction should be done under qualified technical staff.It is unfortunate that institutions of the Disaster Management could not perform as expected due to unknown reasons which may be lack of insufficient funding,planning,no target insight.I know that state education in Sikkim like state prefer construction of school prefer concrete construction

I have some bitter experience for this matter- peoples - who are in response for a safe operation of DAM -- that peoples are also not give proper answer through RTI--safe operation of a hydro-power generation in Narmada river basin-and brutally rejected , I was made a complaint in CIC-- but- 30 days over--no meaning, as a engineer-- I know very wellnatural phenomena cannot be controlled but we can minimize-feedback are waiting nextstep

Disaster preparedness and its management must be addressed to and handled from the very grass root level involving necessarily community participation, participation and awareness at school levels with appointment of Nodal Official at village level, panchayat level, in various schools as also the officers from all public sector/govt/semi-govt offices in the locality just on the lines of their deputation to the Election Commission during elections. The students can be nominated Nodal Officials.

caste based violence in several staes, language based hatred and violence parties, religion based riots, terrorists attacks, ethnic cleansing of kashmiri hindus with state govt support, anti-india activities to block development projects by foreign supported/awarded NGOs, spreading of caste and religious hatred in pre-poll/post-poll analysis by TV channels during elections, etc are all example of man-made disasters. therefore merge CRPF and NDRF/NDMA as there is separation line between two.

Disaster is an event which causes huge loss of Property and Mankind. If we see the disaster pattern of world, we will find that it's occurs generally in defined area(Disaster Prone area). The people living in that area should be aware, government should promote regular awareness camp and forecasting system and awareness thorough different medium like RADIO, T.V , MOBILE, NEWSPAPER etc. Proper rehabilitation should be provided after heavy causality.
