Governance Reforms for quality relate to learning content development, teacher quality, testing, administration, educational delivery process, support systems, societal reach, etc. Sustainable Governance practices should include the portrayal, application, encouragement, and emulation of values like truth, honesty, and service, by both individuals and institutions. Welfare states usually precedes +ve societal outcomes, and a better quality of life, both of which are primed by economic growth.

a)Autonomy of the colleges in every sense of the term is essential for quality and excellence; this would also empower them to stand on par with international institutions of great repute, b) in the pretext of regulation, the Centre should avoid interfering with the administration of the colleges, and appointment of faculty and non-teaching staff, particularly the colleges run by minority communities in the country, c) the Centre should expedite the process of according the status of university
