CFI and schools:
a. encourage CFI faculty and researchers to do joint projects with school faculty and students.
At the moment CFI faculty and researchers have almost no contact with schools and whatever contact exists has been top-down-- in the form of a great man giving instructions to ignorants. This does not help.
improving quality of regulation:
a. Actually today there is no regulation at all. The rules are too confusing, too complicated and allow for a lot of corruption at the UGC/AICTE level. Simplify rules. That should inevitably facilitate things.
b. Norm based funding will help improve things.
c. Reviews of governance are needed. These are missing at the moment.
How to achieve global standards:
a. focus on research-- does not matter whether it is inter-disciplinary or not but, it should certainly be properly done scientific research.
b. STOP MPhil and PhD as a prerequisite for faculty positions. The focus on getting MPhils and PhDs as junior faculty has resulted in a tremendous amount of trash being generated in the name of research degrees.
c. Honour/ncentivise researchers in some other way.
Factors hindering HE institutions from getting good ranking in world surveys:
a. lack of research initiatives. Research in Indian universities is of an abysmal quality. Only a handful really do research that can even be called 'research', let alone compete with the world.
b. An almost total absence of international linkages for most univs.
c. Shoddy interface with students and alumni results in losing marks on 'image' and 'brand value'.
For accreditation: the task should be done by SHECs rather than a centralised body given the diversity of the country.

For better governance in CFIs: realign regulatory functions in a way so to promote autonomy
For better governance structures in state universities: stop the affiliating system. That creates the anomalous situation of anonymous exams which completely goes against spirit of good teaching and good evaluation.
Do not support punitive action for Teachers who do not teach. Instead, they should be proceeded departmentally in the same manner as any other government officer is when they do not obey the orders of an authorised superior.
