The governing body's role is only
to govern but not to make decisions.
Total no of regulations is enough for administration. It is imperative to identify such regulations that are proving hurdles and creating undue procedural delay in execution of work. These should be done away with.Motto should be: Minimum governance for maximum output.
Based On the Institute NAAC accreditation and Capaibilites autonomous should be awarded.Staff recruitment and posting is met promptly.Research promotion through projects and financial Assistance.Supporting staff recruitment.E-governance Effective Implementation.Strong Networking of National Institute.Sharing talented Human resource among all Indian Institute.Administrative time to time Training at institute level.

Some more suggestions to improve Kerala University is given as pdf below.
In relation to regulation, this website is also not well regulated. Websites such as reddit do a good job of sorting the comments and getting discussions going. It would be great if we get to know what came of all the comments.
This is a very important problem, and more policy details would help. Like what is done currently and where exactly are the problems.
Clear, transparent and measurable parameters will always help. Make the regulating bodies methods and results public and open to comment. Release enough data (while preserving privacy) so that anybody can verify regulatory bodies and institutes claims. Like a college's claims about lab expense can be easily verified by the students and parents.
