Whether poor quality faculty is affecting institutional and student performance? What solutions can be offered?
Ans: Increasing numbers of Non-grant colleges and the poor quality faculty and the policies of that colleges to attract the students has been showing a bad impact on the performance of granted colleges. So in that regard University should take some effective measures.
Should Governing body be empowered with decisions making powers?
Ans: Yes
Whether lack of infrastructure is a major factor for lack of quality in state colleges? if so what are the requirements?
Ans: As per the locality the college should make their own policies for the better performance of the students.
In what way will giving autonomy to colleges improve their performance?
Ans: University should provide the freedom to the college Governing body regarding the academic and financial decision making of smooth functioning of college.
Is it desirable that fees be increased with waiver for needy students?
Ans: As per the locality the college should be given the rights to make their own policies for the better performance of the students.

Yes, faculty is the main factor in molding the students. What we see today is that recruitment is made on local level, at the cost of quality Nepotism, donations, political interference etc.are hampering the quality of the staff. Such faculty is incapable to update the knowledge and standard of education. All over the state P.G. departments are taught by their senior students only.
Whether lack of infrastructure ia a major factor for lack of quality in state colleges?
if so what are the requirements?
Yes, definitely. If proper infrastructure, especially laboratories, library, play ground and canteen etc. is made available to all, the standard of education will definitely improve.
No, Not at all. At present except a few reputable governing Bodies all other treat institutions as money making machines. Most of the Principals and Directors are appointed as per the convenience of the Body and education process suffers a lot.
1.The issue of giving autonomy to colleges is being discussed since long. If deserving colleges will be given autonomy they will have their own syllabi, faculty. Exam. System and convocation etc on their own. That way the university work will be shared. However blanket autonomy to all colleges is not desirable and advisable.
2. Fees can be revised as per the quality of courses being imparted. However needy and poor students must be given concessions too.
