TEL should met with existing staff and ODL is linked to Formal Institute.all faculty should aquainted and promote their Educational academic development and Research.

For harnessing the opportunities in technology-enabled learning an appropriate and innovative Scholarly Communications Strategy is required in every higher educational institution. In order to achieve this, please introduce the University-wide Scholarly Communications Strategy, and introduce position of "Assistant Professor in Information, Media and Digital Literacy" in every department in Indian universities.
Web maintained monitoring system will help to increase teacher’s accountability. Creation of evaluation lab in every block where every can know the academic progress of student. Quarterly teacher’s appraisal system should be introduced. Reward and punishment on the basis of student progress is to be introduced. Teacher's increment should link with student performance and school functioning.
Absence of teacher’s accountability is big hindrance for effective school functioning. Student entitlements in school not ensured due to absence of teachers’ accountability. In Assam,Good school functioning depends on teacher's interest. If one teacher is motivated for doing for society, then he does. Unknowing is regular practice of teachers. So, classrooms are not changed after utilization of Rs 50,000 in SSA. Teacher’s dutiful activity is not traced. Only solution to have web based monitoring
