Under the eKranti- Electronic delivery of services, National Centre for e-Governance Standards and Technology has been set up by STQC, Standardization, Testing and Quality Certification as a Centre for formulation of standards under the Ministry of Electronics and Information Technology. Under this initiative, eGovernance service Maturity model has been formulated.

Maturity models are used to assess as-is situations (to diagnose and eliminate deficient capabilities), to guide improvement initiatives (to map the way for improvement) and to control progress. The development in the Information and Communications Technology (ICT) has made it possible for citizens to interact with the government remotely without physically visiting any government office in most of the cases and avail the e-Governance services in a convenient manner. In the context of Electronic Service Delivery – “e-Governance is about the making use of ICT in systems of governance for a wider participation and a deeper involvement of citizens, institutions, civil society groups and the private sector in the decision making process of governance.”

Over the years, the central and state governments have adopted various measures to improve the quality of services delivered to the citizens and have tried to reach different sections of the society to improve the social and economic status of the masses.
This Maturity Model caters to the requirements of e-Governance services strictly in the Indian context. The fundamental goal is to keep the criteria as objective as possible and which is not entirely based on the subjective assessment. An authentic mechanism for ensuring a rational and objective assessment of these services has been dealt with in this model. The model proposes to conduct two kinds of assessments one by the Government Ministry/Department and other by the beneficiary.

The draft specifications are now put up for public consultation till 17th March, 2017.

The said draft didn't considered the Time dimension; what is the service delivery time?. It also don't reflect the degree of transparency achieved and operational economics to national exchequers.This need service delivery outcome should be bench-marked and maturity compared against the benchmark. Passport service may be a benchmark.

I have extensive experience in internet technologies, enterprise creation, wealth creation egov, mGov, internet strategies, wealth creation & strategic improvements thru digital transformations. I strongly recommend faceless bureaucracy aiming for zero face-face interaction between citizens and bureaucrats. This is a common practice in Singapore and many other digitally advanced countries. The need of the hour is to eliminate corruption. All those departments which need human interaction should be given to IT firms and Govt officer should only supervise.Passport department is an example and should be emulated. Police,DDA and other dept should do the same.

और जहां ये पुलिस का पेपर रिसीविंग डिपार्टमेंट हो वहां कि रिकार्डिंग हमेशा होनी चाहिए जिससे किसी भी प्रकार का भ्रस्टाचार ना हो पाए I

अगर हमें भ्रस्टाचार मुक्त भारत बनाना है जो कि मोदी अंकल का एक पार्टी एजेंडा भी है तो कही ना कही से तो शुरुआत करनी ही होगी I इसलिए सरकार द्वारा कई कदम उठाये गए है लेकिन हम ये सलाह देना चाहेते हैं कि पुलिस डिपार्टमेंट में हर एक पुलिस स्टेशन में एक पेपर रिसीविंग डिपार्टमेंट होना चाहिए जिससे कोई भी पर्सन अपने केस से सम्बंधित कोई भी पेपर पुलिस स्टेशन पर देकर उसकी प्रॉपर रिसीविंग प्राप्त कर सके I इस कदम से काफी भ्रस्टाचार खत्म होगा ऐसा मुझे लगता है I

One of the discouraging factors for digital payments is the levy of transaction charges + service tax on it. Strictly this is to be born by the receiving party, as the savings on account of non cash payments accrues to the receiver. The infrastructure and its maintenance cost of digital payment arrangement by the receiver is to be capitalised and written off over a time frame by the savings the receiver makes on account of new payment system. Kindly consider.

PM Sir, There is many difficulties to run CSC i.e. Digital Seva in Haryana State. Concerned Officers/ Staff not supporting to VLEs. They only creating difficulties Like Tehsildar and their Staff, Social Justice Department Haryana. Site Not fully digital, we are runuing between Govt Offices to village but no result. The problem also told to Concerned District Manager and ADC, but no solution. Pl make full version of Digital India

First make it compulsory to make the website by all department and give them limited time to become online and all inquiry should be solve with ticket system. And ticket should not be closed till consumer is not satisfy. Use one payment gateway for all government transaction. So that everybody reach to secure site.

I want to suggest PM Modi all e-transaction on finger print compulsory,this process very useful for syber crime,syber crime will be reduced more then,persent time syber crime is very increase in india
