Sir, I suggest that a parameter for handling of customer grievances be part of this assessment. For example a payment may have succeeded but the confirmation may not have reached the site. Similarly physical delivery of a service may not happen. The user needs a channel to voice his grievance.

The biggest loophole in income tax is RENT INCOME, which is in tunes of lakhs of crores per year, people receiving rent of Shops Commercial & Residential premises, which they never show in their Tax Returns, in every small or big city people receiving huge amt as rent, few days back I went to Gandhi Market, Delhi, shopkeepers there for just 6ft by 8ft shop paying rent 70,000 per month. same way in other markets people earning crores in rent income & not paying any tax on that.

Kindly unify all public delivery systems and identifications under one umbrella. A move towards making aadhar mandatory in a given time frame would be appreciated.
Since our country is still to reach complete literacy, please make any further policy easy to understand as well as follow. For example, bio-metric ID and not aadhar card or number should be mandatory. This would ensure that the services are given to the right person and leakages in public delivery system is reduced.
