The aim of this task is to receive quality inputs on how to revolutionize employment exchanges across India in terms of offering better opportunities to youngsters. The policy inputs can cover each and every aspect associated with employment exchanges and enhancing job creation.
First, we need to create a resource map of India. This will help policy makers and the government understand local competency and take informed decision on setting up industries and skill development centres. We did a similar project in Assam and the report is available at www.assamresources.com.

let us first disband all government controlled employment exchanges, because any of the work, which government enters, it creates a mess. let there be a mandatory employment exchange in all companies, trusts, societies and all other government and non government employers. Necessary amendments in relevant act, will make it mandatory. let employment seekers register themselves with these exchanges as per their skills, which will be available in a national directory of emploment exchanges
Employment exchanges should be digitized and all the branches should be connected to each other for better working of the institute. They have to be audited regularly for their proper functioning. Some points listed in this pdf can be taken into consideration while reorienting the EE.
employment exchange should be fully revamp.scrap the oldone and remake newone.e exchange should be fully disital and should be well connected to the job seekar/ students/employers andcentral government and state govt.the biodatas should be kept skillwise and make database .employers should have access to view and download the resumes.on getting the job candidate biodata should be removed from the exchange.exchange should get some fee for registration
The employment exchanges should be changed as skill development and training centres. various HR teams from corporate sectors can be invited to give special mentoring workshops. Has to be made more people and user friendly rather than "just register, we will contact" type of functioning. Geographic / regional requirement of skill development activities can be initiated
employment exchanges need to be advertised at school level itself. in many areas many people donot know about them. the employment exchanges also should intimate the people registered with the latest employment opportunities. also they should intimate about the renewal date of their employability registration
The Digital India campaign started by PM should be used to used to totally replace the brick and mortar form of our employment exchanges. This has to operate like job portal like naukri, monster etc and the portal must be connected to state level government body. As the state portal will have the Adhar identification of its citizens, they will used their adhar ID to access/submit all information regarding jobs. Digitize the employment exchanges, this will benefit the lower most level of pyramid.
Reorienting Employment Exchanges
New Generation Employment Exchanges:
(1) should have registration cells delegated at various schools/colleges level in the district/town/cities
(2) Should have active representation for providing skill development program
(3) should have arrangements and linkages with various NGOs/SME/etc for facilitating jobs in unorganised sectors
(4) should have integration with all the employment exchanges within state and country to facilitate distribution of jobs
(5) should have mgmt of PP model
1. Prepare online portal of Employment exchange nationwide
2. List all the vacancies in Govt, PSUs and associated Corporates and their application forms
3. Develop district level exchanges for local call centres for govt. schemes
4. Also provide counseling to guide local youth to choose career, skill development and enterpreneurship
5. Accept application forms through employment exchange portal
6. Employment exchanges to identify local youth with particular skill and help him get a job
